Brazil Market Access for Telecom Device


ANATEL—The National Telecommunications Agency of Brazil—is a regulatory body governing the Radio and Telecommunication product approval in Brazil. Telecommunication products and accessories require to have the ANATEL certification and homologation in order to be sold and used in Brazil.

 

Accredited laboratories located in Brazil conduct testing and a local representative is required for ANATEL homologation.

 

Products can be divided into 3 categories by Anatel. Each of the categories has different requirements that should be fulfilled in order to obtain the homologation.

 

Category I includes the terminals that are intended to be used by the end user such as:

 

  • Satellite phones

  • VOIP phones

  • Mobile phone batteries

  • Mobile phones etc.

 

Category II includes the products that do not fall under the Category I, but yet use the radio-electrical spectrum for signal transmission such as:

 

  • TV and radio antenna, receivers and transmitters

  • Wi-fi equipment

  • RF automation devices

 

Products that neither belong to Categories I or II are classified in Category III such as:

 

  • Optical fiber cables

  • Cable connectors

  • Mobile network signal transmitters

 

The ANATEL label must be affixed to the approved product.


REGULATORY AGENCY

  • Agência Nacional de Telecomunicações (ANATEL)

REGULATIONS

  • Approval is required for most telecommunications and wireless equipment.
  • CoC issued by designated CB (OCD) is required for imports, and ANATEL certification is required for the commercialisation and sale of products.
  • Modular approval is accepted for RF.
  • Testing must be performed by accredited in-country test laboratories.
  • Products must be marked with the ANATEL Mark.

GUIDELINES

  • A local representative is required.
  • Conformity assessment to Brazilian standards is required to be performed by accredited CABs.
  • Approval requirements may differ depending on which 1 of the 3 categories the equipment is assigned to.
  • Type examination, product quality assurance, and total quality assurance procedures may be performed.

  • All optical interfaces
  • All equipment connecting to the Integrated Services Digital Network (ISDN)
  • All telecommunication terminal equipment
