The Technical Regulations "Telecommunication Facilities. Safety" TR 2018/024/BY come into force starting from January 1, 2019.

 

This Technical Regulation applies to radio and telecom products to be put on the market of the Republic of Belarus from January 1, 2019. The list of products is defined in Annex 1 (list of products subject to TR BY CoC) and Annex 2 (list of products subject to TR BY DoC) of the Technical Regulations regardless of their design including radio modules that are part of other products.

 

Conformity assessment documents for radio and telecom products issued in the Republic of Belarus before January 1, 2019 stay valid until their expiry.

 

Lists of radio and telecom products that are subject to mandatory conformity assessment to the Technical Regulations TR 2018/024/BY:

 

Annex 1

 

List of radio and telecom products  that are subject to conformity assessment in the form of mandatory Certification of Conformity (BY TR CoC):

 

1. Telecommunication facilities that perform functions of data transmission systems:

 

- data packet switching and routing equipment

- data transmission network security equipment

- network service delivery equipment

- equipment for aggregating and managing access to data transmission network resources

- equipment for transmitting voice, video and multimedia information via data transmission networks, except subscriber terminal equipment

 

2. Telecommunication facilities that perform functions of digital backhaul systems:

 

- equipment for digital systems that transmit the plesiochronous digital hierarchy

- equipment for digital systems that transmit the synchronous digital hierarchy

- multifunction channel-forming equipment with flexible configuration capability

- optical transport network equipment

- equipment for spectral compression of optical channels

- transmission media converters

 

3. Telecommunication facilities that perform functions of service switching and control systems:

 

- automatic telephone exchanges for office and industrial use

- software switches

- media gateways

- signalling gateways

- media gateway controllers

- SIP proxy servers, redirect servers and registration servers

- equipment for the IP multimedia core network subsystem (IMS)

 

4. Telecommunication facilities that perform functions of forming, coding, decoding, multiplexing, converting, transmitting and receiving digital broadcast television and radio signals:

 

- coders

- decoders used at communication stations

 

5. Radio electronic facilities:

 

- radio equipment for radio relay communication

- stationary transmitters and digital broadcast radio and television relay stations

- base stations and relay stations for mobile radio communication systems

 

Annex 2

 

List of radio and telecom products that are subject to conformity assessment in the form of mandatory Declaration of Conformity (BY TR DoC):

 

1. Signal conversion devices for data transmission via switched communication channels and unswitched voice frequency channels including devices that are part of any other equipment; modems, and fax modems.

 

2. All types of telephones to be connected to wired telecommunication lines.

 

3. Record telecommunication terminals including terminals that are part of any other equipment. Fax machines and fax modems including those that are part of any other equipment.

 

4. Telecommunication facilities that perform functions of service switching and control systems:

 

- application servers

- video and audio conference control and management equipment

 

5. Telecommunication facilities that are used to build subscriber access networks:

 

- wired digital subscriber access equipment

- Ethernet network access equipment including Ethernet media converters; passive optical network equipment

 

6. Subscriber terminal units for mobile cellular telecommunication systems including radio modules that are part of other equipment.

 

7. Subscriber radio stations.

 

8. DECT radio equipment including radio modules that are part of other devices.

 

9. Wireless broadband access equipment including radio modules that are part of other equipment.

 

10. Short distance radio communication devices, including radio modules that are part of other equipment, that operate in a radio frequency band between 25 MHz and 30 GHz and are intended for transmitting telecommunication messages:

 

10.1. Non-specific short distance radio communication devices intended for telemetry, telecontrol, signalling and data/video/audio transmission including smart home systems, cordless video cameras, portable radio stations, baby monitors and similar devices;

 

10.2. Short distance radio communication devices for tracking, monitoring and data collection that are intended to be used for emergency detection, taking meter readings via a radio channel, arrangement of wireless communication lines in an industrial environment and arrangement of operation of wireless sensors and actuators, including personnel monitoring and communication;

 

10.3. Integrated information transmission and processing facilities for automobile transport and road traffic control that ensure data transmission between motor vehicles and between the motorway infrastructure and motor vehicles for various information, tourism and transport related purposes including automatic toll collection, except automobile short distance radar detectors;

 

10.4. Radio signalling devices using radio communication for transmitting messages about the activation of security alarm devices;

 

10.5. Model management systems and devices, including radio model management, that are used on the ground, in the air and on/under the water and in a domestic environment, except unmanned aerial vehicles;

 

10.6. Radio microphones and wireless audio systems, including low-power one-way transmitters, that are intended for short distance audio signal transmission;

 

10.7. Radio-frequency identification systems that are intended for object identification and consist of interrogators and radio tags, except radio tags and other passive devices of RF identification systems.

 

Ensuring Conformity with Technical Requirements

 

The conformity of radio and telecom products with the Technical Regulations is ensured by either direct fulfilment of its technical requirements or by the fulfilment of the requirements of national standards that are interrelated with this Technical Regulations.

 

The list list of national standards connected to the TR 2018/024/BY contains 30 standards for the following area of use: 

 

Conformity assessment procedures

 

BY TR CoC

 

For mass-produced radio and telecom products imported to the territory of Belarus, which are included in the Annex 1 (products subject to BY TR CoC), the conformity assessment scheme 1c is applicable. According to this conformity assessment scheme 1c, the certification procedure includes the following steps:

 

1. Product identification and sampling for local testing

2. Conducting local tests in an accredited laboratory in Belarus

3. Conducting factory Inspection by an accredited certification body in Belarus

4. Conduct surveillance by an accredited certification body after the BY TR CoC is issued*

 

* NOTE:

 

In accordance with item 126 of the "Rules for confirming compliance with the National System for Conformity Assessment of the Republic of Belarus" approved by The State Committee for Standardization of the Republic of Belarus (GOSSTANDART) on July 25, 2017 No. 61:

 

Surveillance is carried out twice during the validity period of the issued certificate of conformity:

 

- the first - no earlier than 18 months from the date of registration of the certificate of conformity by conducting factory inspection;

- the second - no earlier than 18 months after the first surveillance has done, by conducting product tests, and (or) additional factory inspection

 

BY TR DoC

 

For mass-produced radio and telecom products imported to the territory of Belarus, which are included in the Annex 2 (products subject to BY TR DoC), the conformity assessment schemes 1d or 3d are applicable.

 

Scheme 1d **

 

According to this conformity assessment scheme 1d, the declaration procedure includes the following steps:

 

1. Signing an agreement on an authorized representative with a resident of Belarus - a legal entity accepting a BY TR DoC on behalf of a foreign manufacturer.

2. Collecting technical file that prove the compliance of the product with applicable technical requirements. The technical file should includes test reports from the manufacturer’s own accredited laboratory and proofs of control the product manufacturing process.

3. Accepting the BY TR DoC by manufacturer’s authorized representative.

4. Registration of the BY TR DoC and including the DoC into the BY Register.

 

Scheme 3d

 

According to this conformity assessment scheme 3d, the declaration procedure includes the following steps:

 

1. Signing an agreement on an authorized representative with a resident of Belarus - a legal entity accepting a BY TR DoC on behalf of a foreign manufacturer.

2. Conducting local tests in an accredited laboratory in Belarus.

3. Collecting technical file that prove the compliance of the product with applicable technical requirements. The technical file should includes test reports from accredited laboratory in Belarus and proofs of control the product manufacturing process.

4. Accepting the BY TR DoC by manufacturer’s authorized representative.

5. Registration of the BY TR DoC and including the DoC into the BY Register.

 

** NOTE:

 

In according to Article 5 of the Technical Regulations - conformity assessment scheme 1d is not applicable for declaring conformity of radio electronic means.

 

It means, that conformity assessment scheme 1d (without local testing) can be used for declaring wired telecom products (items 1-5 from Annex 2) only.

 

All mass-produced imported in Belarus radio electronic means (items 6-10.7 from Annex 2) are subject to mandatory BY TR DoC and the DoC can be accepted by manufacturers authorized representative using conformity assessment scheme 3d (with local testing in Belarus) only.

 

Applicant for BY TR Approvals

 

BY TR CoC

 

The applicant for BY TR CoC for mass-produced radio and telecom products can be a manufacturer or its Authorized Representative in Belarus on the basis of agreement with a manufacturer in terms of ensuring product conformity with established requirements and liability for non-compliance of products with established requirements of the Technical Regulations TR 2018/024/BY.

 

BY TR DoC

 

The applicant for BY TR DoC for mass-produced radio and telecom products can be a manufacturer’s Authorized Representative in Belarus only on the basis of agreement with a manufacturer in terms of ensuring product conformity with established requirements and liability for non-compliance of products with established requirements of the Technical Regulations TR 2018/024/BY.

 

Approvals validity

 

The BY TR CoC and BY TR DoC validity is up to 5 years.

 

Application of national conformity mark “TP BY”

 

Starting from January 1, 2019, the conformity mark TP BY is becoming mandatory to use when a product proves compliance with the requirements of Technical Regulations TR 2018/024/BY.

 

The national conformity mark TP BY is formed of letters “T” and “P” symbolizing first letters of Belarusian phrase translated as "Technical Regulation". They are placed in a round-cornered frame that is broken by letters "BY" that symbolize "Belarus".

 

The graphic symbol of the national conformity mark TP BY is shown in figure 1:

In this Figure, "a" is a minimum measurement unit of the reference grid.

Minimum size "H" shall be at least 5 mm.

 

The conformity mark placed on equipment must be visible, legible, and indelible.

 

The mark of conformity is applied directly to products near the information about the manufacturer, as a rule, on its fixed parts, and is also indicated in the operational documents attached to the product.

 

It is allowed to affix the conformity mark on the smallest consumer packaging and indicate in the operational documents attached to the product if it is impossible to apply it directly to the product (if the size of the product or its type does not allow the conformity mark to be applied). In the absence of packaging for such products, a mark of conformity is applied in the operational documents attached to the product.

 

Product labeling and accompanying documents

 

The labelling and accompanying documents for a radio and telecom products shall include information necessary to identify the product and use it as intended.

 

Accompanying documents for a radio and telecom products shall include:

 

- information about the intended use of the radio and telecom;

- main characteristics and parameters of the product;

- pre-installed software version (where available);

- rules and conditions for the installation of the product, its connection to the electric AC mains, telecommunication network and other technical products and its start and setup/adjustment where the fulfilment of these rules is a necessary condition for the compliance of the product with the requirements of this Technical Regulation;

- rules and conditions for safe operation/use;

- rules and conditions for storage, transportation, distribution, installation and disposal (where such requirements are necessary);

- information about measures to be taken in case the product is at fault;

- name and location of the manufacturer, as well as manufacturer's contact information;

- the name and location of the manufacturer's authorized representative, the seller/supplier (if any), as well as their contact information;

- month and year of manufacture of the product and (or) information about the place of application and the method of determining the year of manufacture.

 

Accompanying documents shall be in the official languages of the Republic of Belarus (Belarusian and/or Russian) in a printed and/or electronic form.
