Step 4: Complete a declaration of conformity for your product

To certify that a product meets all compliance requirements, you need to complete a Supplier Declaration of Conformity (SDoC).

When is a SDoC required

Each product — or significant variation of a product — you supply needs an SDoC. You’ll need one for:

  • all radio products under Level of Conformity 1
  • any Level of Conformity 1 EMC products you choose to label
  • all level 2, 3, A1, A2 and A3 products.

SDoC contents

An SDoC contains the product description, and a statement noting that the product complies with the required standards under the New Zealand Radiocommunications Act 1989. You can:

  • sign the SDoC yourself, as the supplier
  • get someone with authority in your organisation or company to sign it
  • ask a New Zealand-based agent of an overseas manufacturer or supplier to sign and certify the product for you.

Whoever signs the SDoC must have seen evidence to support the product’s compliance.

Changes to or variations in the product

If changes are made to a product you supply, you can presume continued compliance with the standards if they:

  • are cosmetic only
  • don’t change the radiofrequency emission characteristics of the basic model.

You can also put variants of a basic device on the market under one SDoC. If you do, your records must include:

  • a signed statement that identifies the variants
  • a description of the changes made to the basic model, and
  • your rationale for marketing the device and its variations under a single SDoC.

Exemptions

New Zealand has a mutual recognition agreement with Australia, which provides some SDoC exemptions.

Products supplied in accordance with the Radiocommunications Regulations (Mutual Recognition: Australia) Notice 2008 do not need to have a New Zealand declaration of conformity.
